Here is the street address data you need to write your own address verification program at a price you can afford!

The National ZIP+4 Address Database consists of 929 separate address files in fixed-length ASCII format, organized by 3-digit ZIP code. Each file contains a variable number of fixed-field-length ASCII ZIP+4 (9-digit ZIP code) address records of 182 bytes each, with no record delimiter (no carriage return nor line feed characters). Within a given file, the records are sorted by 5-digit ZIP code. Each file is compressed as a zip archive (WinZip).

This database also includes the US Postal Service city-state file, which contains a complete listing of the approximately 42,500 5-digit ZIP codes currently assigned by the USPS. This file has approximately 77,800 fixed-field-length ASCII records of 129 bytes each. This file is also compressed as a zip archive (WinZip).

Where an address record identifies an exact street address, the primary low address and the primary high address fields are identical.

This document provides much more detailed formatting and usage information for the ZIP+4 address files and the city-state file, among others.

Address Ranges
The USPS claims that privacy laws passed by Congress prohibit it from making available an exact street address database. Like all other databases based on the USPS ZIP+4 address database, the National ZIP+4 Address Database does not actually contain every street number to which mail can be delivered. Instead, the database contains more than 40 million address records, many of which define address ranges, especially in residential areas.

An address range record defines the lowest and highest street numbers which can exist for a given "block face" as well as the ZIP+4, carrier route number, and county name which apply to all addresses which may actually exist on that block face. In many cases exact street numbers are not actually defined in the database. This, by the way, is exactly the case for all commercial products based on the USPS ZIP+4 address database.

Matching the ZIP+4 Records to the City-State File
If you wish to identify the city name to which a particular ZIP+4 address record belongs, you should use the ZIP+4 "city-state key" field. This 6-character alphanumeric field identifies a unique record with that same key in the city-state file, which contains the city name preferred by the US Postal Service for mail delivered to that particular address or address range.
